If you really want/need to use telnet, then you will (most likely)
have to install telnetd.  I say "most likely" because I haven't used
telnet for years due to its inherent insecurity.  I would encourage
you to install PuTTY (an SSH client for windows) and use SSH to
connect to your ubuntu server.
