Pardon, I expect this is an RTFM question, but how do I upgrade from the
CLI? Perhaps I have a setting somewhere preventing the upgrade from
working (9.10 to 10.x)?

FWIW, I did actually read the man page and tried a few other options as
well, such as full-upgrade with similar results. Individual packages do
update, just not the "system" (?). The kernel updated just the other
day, for example.
