Could Ubuntu 8.04 (Hardy) users install some packages in higher Ubuntu versions ?

auto-complete is your best friend here. Alternatively, you can use
sudo apt-cache search PACKAGENAME
or if you are tied down by a GUI, use synaptic or your ubuntu distro's
package manager ui.
