No Title Bar For Maximized Windows

Is my reply to an email sent by Gabriel S. Coonce, that said:

Do you have title bars when windows are not maximized? If not it sounds
like Emerald isn't running. Hit <Alt>F2 and then enter emerald
--replace in the run dialog and see if that doesn't fix it.
