OpenOffice.org already can do digital signatures.
So in order to do that you need digital certificates. Either you
outsource your certification authority (it's a complex business setting
up the policies and procedures to run a CA with some kind of trust -
technically it's easy ... install one of the several open source or
commercial products and you are good to go).
Once you have digital certificats, OpenOffice lets you import them to
its own certificate store, then you have a button to sign.
So... next question is... are you going to build your own CA? (you could
try out NewPKI : http://www.newpki.org/ which is directly available -
server and client - in Synaptics) Or do you use somebody else for that?
(National CA that may be a local requirement, or somebody else like
