So I lent my notebook (XP & Ubuntu) to my friend and on Windows, it gets 
a new ip just fine. No problem releaesing and renewing. Did the same on 
Ubuntu (just in case). So he plugged in his computer - it picked up the 
same IP as before - a error popped up about the IP conflict.

This must be hardware related to his pc.
