Community Council, please take action!

On the one hand, you are right. The "regulars" on this list already 
ignore or killfile Res and Karl F. Larsen. We only see their ramblings 
when someone quotes them.

On the other hand, these two people are very disruptive to the list. 
They scare away new people who have not yet set up ignore filters.

I think it is finally time that the Community Council, or whoever is in 
charge, actually takes charge and issues a strong warning to these two 
individuals. If they don't comply, a suspension should be the next step. 
Temporary or permanent, that's something I leave at to the discretion of 
the Community Council.
That's my personal POV.

Unfortunately I have never seen any action by the Community Council (so 
far), and I do not know what the proper procedure is to report a 
problem. I also don't know if this list is actively monitored.
