I don't use procmail myself, so this is just a WAG:
The body of Steve's message you replied to is base64-encoded, therefore
it doesn't contain something like "Karl F. Larsen" literally. If
procmail doesn't decode the message body before applying the RE, that
might be the cause why the rule has no effect.
