I had that problem recently, too, after replacing one of my kid's computer with 
a new one. I tried for hours, reboot, re-install, resetting the modem by 
unpowering it for 10 seconds, nothing worked. Then I got working on the kid's 
electrical system, made a short circuit and after half an hour, reinstalled the 
fuse. And: the connection worked!
In other words: turn off your modem for half an hour... maybe
