Did you by any chance use the jockey utility to install drivers (System/Administration/Hardware Drivers) for your integrated modem?

I had the same problem with my laptop a while back. If you do have a proprietary modem driver installed and it isn't critical to your system, i.e. you use dial-up, try uninstalling it again via the jockey utility.
