How to turn off use of 3d/Visual effects in KDE?

I think the kde 'control panel' is called systemsettings so calling
that command in a non-compiz Gnome should let you alter the KDE config.
It might be called something like kde-systemsettings, though. I've no
KDE here to have a play with.

Else I'd be tempted to see what's in places like /usr/bin/kde*
