Slow upstart boot in 9.10

I'm looking for debugging tips for slow booting.  I've disabled quiet and
splash in grub.  When this laptop boots I see it runnings
/scripts/init-bottom, then I see "Starting AppArmor profiles", then I see
two "Done" lines, then it hangs for about 30 seconds.

The next line my be fsck, but it goes by quickly.  So, I'm not clear if
AppArmor is what is slow slow or something that follows.

I'd like to add additional output to the AppArmor startup script to see if
it's finishing before the delay.  But, I'm not familiar with upstart.

I tried modifying

/usr/share/initramfs-tools/scripts/init-bottom/_apparmor

but that didn't see to change anything.

Any pointers of what might be happening during that time, or where I can add
extra debugging to determine what's happening?
