Because of the Patriot Act, which means that US government can decide to
access ANY data that is stored either on US soil, or in the
infrastructure owned by an American company, if there is suspicion of
terrorism and that they thing that the data may help solve that, many
people don't want to store their data on Google Apps.
Some of the schools here in France have strong ties with the defense
(defense industry or directly army)... and for that specific reason,
there is no way these school will store anything on Google Apps / Docs.
In France, we all remember when the US government illegally intercepted
bids by Airbus Industries for a large deal with an airline, and provided
the information to Boeing so that Boeing could out-bid Airbus, and
finally win the deal. These reasons led the French government to
legalize crypto in 1998 (I was part of the lobby group who drove that
action)... and these same reasons are now making entities in sensitive
markets stay away from US-owned/hosted storage...
