keyboard layout (USA) cannot be removed

Yes, : -> I went to

System, Preferences, Keyboard, Layouts
and "removed" the USA layout, and then "applied the changes system-wide"
->  restart: same thing: group of THREE KBs with the USA layout. Annoying!
