Upstart replaced SysV init in Ubuntu. Getty processes for virtual
consoles are set up in /etc/init/tty1.conf through tty6.conf; you can
set up a serial console by creating /etc/init/ttyS0.conf, based on one of
the others. To test it without rebooting, run 'sudo start ttyS0'.

Which documentation? If it's the manual page that comes with Ubuntu's
mgetty package, I'd say it's worth reporting a documentation bug.
