System clocked too low

Have you tried checking the settings in your BOOT PROM?  That's
usually a good place to start when the readings are so low.

It is also possible that there is a heat problem with your CPU and
that's why it's throttled back to such a low setting.  Check to make
sure your CPU fan is working properly.
