You asked the same question on August 21 and had a comprehensive
answer.  Did you not read it?  Go back and do so before continuing to
ask the same old thing nine days later.

That will only edit the menu for the current user.  While at the edit
menus window choose the Help button.  This will bring up the help
application for customizing the panel menu bar.  From there choose,
"The System Administration Guide."
From there choose, "editing system menus."  the part you are looking
for is, "2.5.5. Deleting an Item from a Menu."
It starts off with: 
To delete an item from a menu for all users.
