Utter hogwash. I think it stems from broken home network setups and poor 
understanding of how things work.

In most settings getting a DHCP address ends with the DNS (and WINS, 
where applicable) record being updated. Obviously this doesn't happen 
automatically if you don't use DHCP therefore if you use a static IP you 
should already have an entry in your DNS & WINS servers. Most home ADSL 
routers are quite lousy in setting this up. Some clown puts two and two 
together and comes up with five.
