It's compiz.  There are too many zany options to even talk about.

Install compiz, compiz-core, compiz-gnome, compiz-plugins,
compiz-fusion-plugins-main, compiz-fusion-plugins-extra,
compizconfig-backend-gconfcompizconfig-settings-manager, emerald, fusion
icon.
Find the fusion icon in your menu under, "System Tools."  It will show
up on one of the panels.  Right-click for options.  Play!

Assuming you are using GNOME, of course.  It also works great in XFCE$
and LXDE.  I don't know about the other DEs or WMs.
