Window Titlebars Are Non-existant

I had a couple boxes with similar problems.
People suggested a few compiz related changes that didn't help.
One box got better when I upgraded the video card.
I didn't have the time or energy to fuss with the other one,
so I retreated to 9.10. According to lshw - short the video card
I gave up on was:
/0/100/1/5 display RS480 [Radeon Xpress 200G Series]
/0/100/1/5.1 display Radeon Xpress Series (RS480)
and, the one that worked was:
/0/100/2 bridge RS480 PCI-X Root Port
/0/100/2/0 display G73 [GeForce 7600 GS]
Was thinking of trying 10.04.1, which is the equivalent of 10.04 plus
all the updates, plus a few more updates.
Have you applied all the 10.04 updates?
