Depends on the age of the MOBO/BIOS if that option is available, even then it may not boot off a flash drive.  I have had some success with selecting USB ZIP drive. On older MOBO/BIOS systems this is a rather problematic area. It is also worth trying different USB sockets, I’ve found the rear ones to be more reliable, ie. those not connected by a cable. But even on laptops different sockets are more reliable than others.
