I recently copied /boot/grub/grub.cfg to another directory, restored
the maintainer's grub.cfg, and set up an "update-alternatives" for
grub.cfg so as not to be prompted at the next grub upgrade about
choosing between the local version and the maintainer's. None of the
alternatives that are set up by default are for config files so it
might not work; we'll see at the next grub upgrade (if I don't rebuild
this test box and forget to make this change...). You could do the
same for /etc/issue.net.

If this is for openssh-server, you could also change "Banner
/etc/issue.net" in "/etc/ssh/sshd_config" to "Banner
/path/to/modified/issue.net".
