Most users won't install logchecker, apache, tomcat or any number of
packages and those that do can then check the relevant documentation
or ask for help....

We aren't talking about a default package here that then needs
'unknowledgeable person protection'... heck computer janitor is still
in a default install and can mess someone around with no real
protection ;)
