Hi Harold,

no, you do not have to download 10.04 and do a re-installation.
Just use the normal update mechanism as described in the manuals, and
your machine will be upgraded to 10.04.

Log in, press <Alt><F2> and type
  update-manager -d<Enter>

This will start the upgrade process.
