It's in Preferences -> Files -> Temporary Files.
It means that your system will cache downloaded package files only as
long as those are still available in the repository. In other words,
when an update comes out and you download it, the .deb file for the
older version of that package will be deleted from your cache.
In practical terms, it doesn't matter much. The package cache is useful
if you remove a package and decide to reinstall it later; that'll save
you some downloading time at the cost of some disk space.
