You are mixing up things here. This is the /etc/init/ directory which IS 
used for conf files for the upstart init process. The scripts you are 
referring to are in /etc/init.d/ which is used by the traditional 
sysvinit. These scripts are still used but Ubuntu is moving from 
sysvinit to upstart to improve the boot speed. You can read the upstart 
man page and / or <http://upstart.ubuntu.com/> for more information.
