Well, I am the author of www.minihowto.org and I have almost never been
looking into the code when writing documentation, as I do not understand
very much code.
So, the programmer should at least write enough documentation about how a
program works, in order for somebody else to write the documentation.
I have met a few programs I have had to give up using because of lack of
documentation, and when one do not know how to use a program, how should
one then be able to write documentation.
This is a very important subject I find, even some home appliances are
very difficult to use because of lack of good short documentation.
