Update Manager fails

For the last three days or so, when I run Update Manager (Ubuntu 9.10)
it fails after trying for several minutes and reports:

W: Some index files failed to download, they have been ignored, or old
ones used instead.

Is this likely to be something wrong with those repositories, or with my
system? (I haven’t been making any changes; in fact I wouldn’t know
how.) Any advice about what I can do to fix it?
