I think I spy the problem you are having.  Oliver posted about
gconf-editor and how to disable tooltips from there:

hit alt+f2, run gconf-editor, navigate
to /apps/panel/global/tooltips_enabled .... uncheck the box ...
does that suffice ?

and in doing so referred to, "/apps/panel/global/tooltips_enabled"

It isn't a part of the file system, but a part of gconf-editor.
