Well, some time ago IIRC, the settings dialog was by default accessible
through System/Settings in the main menu. This is no longer the case[1],
since the Gnome devs are really great when it comes to removing
configuration options or functionality that might confuse you.
So don't say you're confused, since it's all just for your own good!

[1] At least on Karmic, you can still make it visible manually.
