I don't know. How do I find out?

It seems to be related to what window manager I'm running. If I'm 
running Metacity all is OK, but I lose the Compiz fancy stuff. If I run 
Compiz, then the theme is not honoured at least for the title bar on the 
windows.

Note this was an upgrade, not a fresh install.
