Backuppc file missing

I know this is not the backuppc list but I'm trying for a very long time 
to get backuppc performing useful tasks, but I don't succeed.
In all manuals it says start with using configure.pl, however, in the 
ubuntu version this script is missing. The file config.pl does exist but 
  I assume that is the result of the use of configure.pl.
I assume also that backuppc uses ext2 or ext3 formatted disks and not 
FAT32, which means in my humble opinion that all external disks has to 
be reformatted. Is that right?
I have 3 systems to backup to begin with but backuppc is not an easy 
program. I hope somebody has experience with it and can give some useful 
hints.
