Ubuntu Lockups on 9.10

Hi All;

I have been having some issues with the Vertical Ubuntu Color bars.
It appears to be a lockup on my HP Pavilion dv7-3165dx laptop

Before the lockups I am using several things at once
ie: Virtual Box with Vista or Windows 7 and an email client....etc..
I notice in the system monitor the CPU speed will go over 100%.

I am not sure why but this may be the issue with other lock ups
I have seen on the list.

My question is: Is there a way to limit the speed of the CPU to 100%
no matter what ???

This may be step 1 of fixing a number of issues i have seen on the list....
