unattended-upgrades not working on 9.10?

I have installed the unattended-upgrades packages and configured apt to do
automatic upgrades:

   jw at raven:~ $ cat /etc/apt/apt.conf
   APT::Periodic::Enable 1;
   APT::Periodic::Update-Package-Lists 1;
   APT::Periodic::Download-Upgradeable-Packages 1;
   APT::Periodic::AutocleanInterval 1;
   APT::Periodic::Unattended-Upgrade 1;
   APT::Periodic::MaxAge 365;
   APT::Periodic::MaxSize 256;
   APT::Periodic::MinAge 60;
   DPkg::Pre-Invoke {"/bin/mount -o remount,exec /tmp; /bin/mount /boot";};
   DPkg::Post-Invoke {"/bin/mount -o remount /tmp; /bin/umount /boot";};

But I keep getting emails from apticron like:

No automatic upgrades are done, I still have to do the upgrade manually.

Any ideas?
