It definitely sounds like that is a possibility.

I'd say the first thing to try is to plug that monitor into a
different computer. If it misbehaves there as well, then
you need to repair or (possibly cheaper) replace it.

If the monitor is fine on another computer, then the
problem might be your computer. First test for that
is to try it with a different monitor.
