I also use my laptop at home, school, work, and when traveling... never
had any issues with NM not connecting to a network. Though, I admit I
havent tried to set my laptop to have a static IP here at home. My
desktop has a static IP in NM that works just fine.

NM does this for me as well. It's auto-connected me to places i didn't
even know there was wireless before.

I'll probably try the laptop w/ a static IP this weekend now.

NM also does this by default

For DHCP networks, i've never had a problem connecting, or having NM
remember WEP codes etc... if the issue is with static IPs I'll probably
find it this weekend.

It appears that we have had wholly different experiences with largely
similar situations, and I'm still at a loss as to why. however, if wicd
works for you, then thats great. Thats one of the best aspects of
software diversity IMHO... something doesn't work for you, chances are
you can find something out there that does.
