Ekiga versions and Ubuntu 8.04

Hello.
I am running Ubuntu 8.04 LTS, as (I understand to be) the current LTS
version of Ubuntu.
The version of Ekiga that is in the package repository of Ubuntu 8.04
LTS, as the latest version, is 2.0.12.
I am advised that that version of Ekiga does not work, as incoming calls
cannot be answered with that version of Ekiga.
This was confirmed, when, today, for the first time, a person tried
numberous times, to make calls to me via Ekiga.
I am advised that the problem is overcome in Ekiga 3.0.1, and I was
referred to the web page at
https://bugs.launchpad.net/ubuntu/+source/ekiga/+bug/274085 , which I
find confusing, as it appears that Ubuntu has rejected fixing the bug,
and getting a workable version of Ekiga into the repository.
I am one of the many people, who rely on the distribution version
package repositories, for installing and upgrading software packages,
and so, it seems that a workbale version of Ekiga, is not available for
the LTS version of Ubuntu.
Could someone please clarify whther Ubuntu does provide a working
version of Ekiga, for the LTS version of Ubuntu?
