After skimming over the first 3 pages of subjects and looking into
one thread I doubt it's worth further consideration. It's looks
quite entry level with a lot of noise to me.

Setting up a moderated mailing list OP's intended audience is a matter
of minutes but I won't volunteer to moderate it beyond who is allowed
to post.  OP will only qualify if he manages to cut down on his
.signature.

btw: I which country is the nonsense after NOTICE: of any legal
     relevance, i.e. proved in court?
