In reality this has nothing to do with top posters, really... In fact
the OP even admitted the problem is not top/bottom posting, its really
that people don't trim their mail appropriately:

Regardless of who's 'job' it is to actually moderate this list, it's
still ultimately the people that are posting trying to help others that
suffer/benefit from the whole top/bottom posting issue. IMHO they're
fully in their right to chastise people who don't follow the __rules of
the list__ as they are outlined here:

because when someone doesn't follow the rules, everybody suffers.
