Latest version is:
$ apt-cache policy turboprint
turboprint:
  Installed: 2.11-2
  Candidate: 2.11-2
  Version table:
 *** 2.11-2 0
        100 /var/lib/dpkg/status

You might try:

$ sudo apt-get purge turboprint

and then reinstall. Or, you can manually delete: /usr/share/turboprint
and /etc/turboprint and /usr/bin/tpconfig
/usr/bin/tpprint
/usr/bin/tprintdaemon
/usr/bin/tpsetup
/usr/bin/turboprint
/usr/bin/turboprint-monitor
/var/turboprint

What _may_ be happening is that the turboprint setup program is stuck
awaiting input for a response to reconfigure the
/etc/turboprint/system.cfg file. How are you installing - via the
application installer or from the command line?

Note: I use gnome, so no help on the kde side from me.
