I would grab another computer of some sort and connect them with a
switch/hub or crossover cable and ping each other. That takes a lot
of possible problems out of the equation and provides a good test.
Another option would be to boot from the Live/Installer CD and ping
from there rather than your custom kernel. What results do you get?
I checked - I've got eight machines at work with that card in it and
pretty normal Ubuntu install - local LAN ping times (100baseT not
gigabit) run 0.2ms
