It's part of ubuntu's policy on stability... Once a release has been
made, they generally don't update with major releases of the repo
software unless there are security fixes included, or really critical
bug fixes. However, as was suggested before, the 'backports' repo a lot
of times contains major releases that were included in the next release
that have been re-packaged to work with the older version. The other
option is, of course, to stay with the release cycle of whatever
software you like on your own, by using a PPA for that software.
For OpenOffice.org, the PPA you would want is located here:
https://launchpad.net/~openoffice-pkgs/+archive/ppa
To begin updating OpenOffice from there, all you have to do is follow
the directions here:
https://launchpad.net/+help/soyuz/ppa-sources-list.html
and you'll be all set!
