Yes.
I just checked a headless server:
//////////////////////////////////////////////
$ aptitude show gnome-orca
Package: gnome-orca
State: not installed
Version: 2.26.1-0ubuntu1
Priority: optional
Section: gnome
Maintainer: Ubuntu Accessibility Developers
<ubuntu-accessibility-devel at lists.ubuntu.com>
Uncompressed Size: 8086k
Depends: python (>= 2.4), python-support (>= 0.7.1), libgnome-speech7 (>=
         0.4.11), python-pyatspi, python-gtk2 (>= 2.10), python-glade2,
         python-gnome2 (>= 2.6.2), python-brlapi, libgail-gnome-module,
         python-dbus, python-gnome2-desktop
Recommends: gnome-mag (>= 0.12.5), wget
Description: Scriptable screen reader
//////////////////////////////////////////////
So if you have sound on your server and you have installed gnome desktop,
I don't see a problem.
