8.10 will not load recovery options from grub

I have experienced every time i've had to use that menu... It does that
to me no matter what option I pick (and has as long as I can remember).
I always just figured it was how it was supposed to work.

I usually just did my thing, then typed in "gdm" to get to a graphical
login to see if the fixes worked...then reboot and try again if it
didnt.

If this menu is actually supposed to reappear after you're done doing
repair options, then I'd love to fix this as well.
