slow to update ubuntu 9.04

Try another package repository in Software Sources.

Go to the menu:

System > Administration > Software Sources

In the window for Software Sources, open the drop-down list for Download
from.  Select Other...  Choose desired server from the list in the
Choose a Download Server window -- preferrably one geographically near
to you.  Or try the Select Best Server button.  It will run a test to
select the server with lowest network latency for you.  This test can
take a few minutes.
