All Printers Have Disappearred

I get this cups error when I try to connect to the server (using the
Printing tool):
There was an error during the CUPS operation: 'httpConnectionEncrypt
failed'.
I cannot get cups to function (it's been working fine for months). From
what I can tell, all the drivers are still there - just that I cannot
start the cups server.
