All Printers Have Disappearred

I checked /etc/cups/printers.conf and all the printer entries are still
there but I get an error message if I try:

chippy at dell-desktop:~$ lpr
lpr: Error - scheduler not responding!
chippy at dell-desktop:~$ 

lpr -P ML-2250 -J "/etc/cups/printers.conf"

No response from this command.

If I try to print from nedit editor I get:

Unable to print:
lpr: connection refused

Any ideas?
