Fluxbox and Blackbox have the toolbar for switching workspaces and
window focus. Openbox 2 had the toolbar as well, but the current branch
of Openbox does not.
As for associating certain applications with certain workspaces, Fluxbox
has the apps file[1], and there are Devil's Pie[2] and wmctrl[3] for
manipulating window properties. Another window manager with a feature
analogous to Fluxbox's apps file is pekwm[4].
