Two things are possible:

1) your users subscribe to the ubuntu-fr mailing list

2) you start a LoCo-team for Congo Brazzaville. Look here for a list of
LoCo teams that already exist:
https://lists.ubuntu.com/#Ubuntu+Worldwide+LoCo+Teams
Your LoCo team mailing list will be hosted on the Canonical servers (in
their operational HQ in London, I think) so you won't have to worry about
a server.
I don't know the proper procedure for starting a new LoCo team, but my
best guess is that you ask on loco-contacts:
https://lists.ubuntu.com/mailman/listinfo/loco-contacts
When I look at the list archives, they seem to be messages from LoCo team
admins from all over the world.
