Voice Activated Recorder Program

I want to monitor a radio and record all transmissions. It is quiet much
of the time so I do not want to record then. 

Is there a program for Ubuntu that will do this for me? I see audio
recorders, but nothing that has voice activation.

Also a time stamp would be nice, but not required.
